Conditions and modalities of exploiting hotel establishments, classifying them and approving their management
The candidate for the exploitation of a hotel establishment shall submit an application to the interests of the state directorate in charge of tourism, in return for a receipt, accompanied by a file for obtaining the exploitation license, classification and approval of the path. The file includes the following documents:
  • A copy of the national identification card of the student or the legal representative of the legal person, as well as for the management of the hotel establishment, as the case may be.
  • Documents proving the professional competence of the management of the hotel establishment, conforming to the conditions related to its classification criterion, as specified below.
  • A copy of the title deed, lease or concession of the hotel establishment.
  • A copy of the conformity inspection of the works carried out in accordance with the provisions of Law No. 90-29 of Jumada Al-Awwal 14, 1411 corresponding to December 1, 1999, mentioned above.
  • A copy of the inspection of compliance with the security rules against fire risks, delivered by the regionally competent civil protection services.
  • A copy of the inspection of conformity to the rules of hygiene and public purity, delivered by the competent health services regionally.
  • A copy of the organization’s internal security plan, ratified by the relevant regional security services.
  • A copy of the statute of the legal person, as the case may be.
Hotel establishment rated in category 1 star
  • Bachelor’s degree in Hospitality or Tourism.
  • Or a senior technician in hotel + one (1) year experience in hotel.
  • Or a technician in the hotel + three (3) years experience in the hotel.
This hotel is rated as a 2-star hotel
  • Bachelor’s degree in Hospitality or Tourism.
  • Or a senior technician in the hotel + two (2) years experience in the hotel.
  • Or a hotel technician + four (4) years experience in a hotel.
A hotel establishment rated in the three-star category
  • Bachelor’s degree in Hospitality or Tourism + one (1) year of hotel experience.
  • Or a senior technician in the hotel + three (3) years experience in the hotel.
  • Or a hotel technician + five (5) years experience in the hotel.
A four-star hotel establishment
  • Bachelor’s degree in Hospitality or Tourism + two (2) years of hotel experience.
  • Or a senior technician in hotel + four (4) years experience in hotel.
  • Or a hotel technician + six (6) years hotel experience.
A five-star hotel establishment
  • Bachelor’s degree in Hospitality or Tourism + Three (3) years hotel experience.
  • Or a senior technician in hotel + five (5) years experience in hotel.
  • Or a technician in a hotel + seven (7) years experience in a hotel.

Administrative file
  • Initial approval is required.
  • A technical and economic study of the project.
  • A copy of the title deed or concession contract.
  • Building certificate.
Technical file (schematic diagrams)
  • A plan of the site on a scale of 1/2000 should take into account the environment and the roads leading to it.
  • A topographic drawing of the land on a scale of 1/500 or 1/1000, according to the importance of the land area allocated to the project to be completed.
  • A security statement highlighting all measures related to the security specifications established under the applicable regulation against fire and panic risks in establishments receiving the public.
    • Overall chart on a 1/500 scale.
    • Outline for each scheduled role.
    • A cross piece and a rectangular piece for buildings.
    • The layout of the facades is on a 1/200 scale.
  • A drawing that gives a general overview of a preliminary model or several pictures of the preliminary model, or if this is not possible, a general view above or a dialogue of two facades of the building that gives an overall idea.
Scheme (written documents)
  • The architect’s report includes the following:
    • A brief description of the various buildings included in the project to be completed.
    • Brief description of land and ocean.
    • Designate every building and every shop.
    • Estimate the total area to be built in square metres.
    • Justification of engineering choice.
    • Security Guide.
  • Estimating the costs of the works.
  • A report giving clarifications about the type of establishment and the nature of its exploitation.
